Orders this identifier against another numerically.

tmux hands out pane identifiers in increasing order, so the ordering
is oldest first. Without it <c>OrderBy</c> and <c>Array.Sort</c> throw
rather than sorting.

- `other` (`PaneId`): The identifier to compare against.

## Returns

A negative value, zero, or a positive value.
