Redraws one client.

Asking for the clipboard arrived in tmux 3.7. Older servers are asked to
redraw and nothing else.

## Parameters

- `targetClient` (`string?`): The client, or null for the caller's own.
- `requestClipboard` (`bool`): Whether the client is asked for its clipboard.
- `cancellationToken` (`CancellationToken`): Cancels the tmux command.
