Starts the tmux server without creating a session.

No handle comes back because there may be nothing to describe: a tmux
server holding no sessions exits as soon as it starts. Materialize with
<see cref="ConnectAsync(CancellationToken)" /> once a session exists.

## Parameters

- `cancellationToken` (`CancellationToken`): Cancels the tmux command.
