Gets the UTF-8 payload byte ceiling for buffered control-mode notifications.

Defaults to 4 MiB. This counts decoded output, notification names and
arguments, and exit reasons; object overhead is bounded separately by
<see cref="ControlModeEventBufferCapacity" />. Oldest events are discarded
until both limits hold. An event larger than the byte ceiling is dropped.
An oversized exit reason is omitted while the terminal event is retained.
Every discard is reported by <see cref="TmuxEventsDroppedEvent" />.
