Run sends the recorded operations through server and returns one result per step.

Operations that need no answer travel together in one tmux command list;
[Plan.Explain] reports the grouping. Run stops at the first failed or
indeterminate dispatch; later operations are [OpSkipped].

Tmux refusals appear in results. Transport, context, and [PlanError] failures
are returned. Run is not atomic; completed mutations remain after failure.
