Whether this is the named release, a release candidate for it included. {@code next-} builds and other releases are not. For a gate on one release's own bug.

Counting a candidate is an assumption, not a measurement: the gated bugs were measured on
the release itself, and a candidate's build is no longer available to check whether it had
them. Leaving candidates out would skip the workaround on a build that very likely needs it.
