Receives one {@link OperationReport} after each command.

The transport still throws on failure. This does not retry. A report whose {@link
OperationReport#certainty() certainty} is {@link DispatchOutcome#NOT_DISPATCHED} was never
applied. {@link DispatchOutcome#UNKNOWN} must not be sent again blindly.
