Initializes a request for one option.

## Parameters

- `name` (string) — The option to read.
- `scope` (OptionScope?) — The scope to read in, or null for the owner's own.
- `global` (bool) — Whether the global table is read instead of the local one.
- `includeHooks` (bool) — Whether hooks are listed alongside options.
- `includeInherited` (bool) — Whether values inherited from a parent scope are included.
- `quiet` (bool) — Whether a missing option is answered with nothing instead of an error.
