Redraws one client.

Asking for the clipboard arrived in tmux 3.7. Older servers are asked to
redraw and nothing else.

## Parameters

- `targetClient` (string?) — The client, or null for the caller's own.
- `requestClipboard` (bool) — Whether the client is asked for its clipboard.
- `cancellationToken` (CancellationToken) — Cancels the tmux command.
