ControlNotificationLayoutChange identifies the %layout-change notification, available since tmux 3.2a. Its wire grammar is %layout-change <window ID> <layout> <visible layout> <flags>. ParseControlNotification returns its arguments as window ID, layout, visible layout, flags tail. Its tail may be empty.
