A connection runs one command at a time, and tmux closes a blocking wait-for -- or the delayed run-shell a plan's Pause renders -- the moment it queues it: routed, the call would report success without waiting, and nothing else would be answered on that connection until the wait ended. Run it from a handle that starts its own clients.
